KAMLOOPS BALL HOCKEY LEAGUE RULES ADDENDUM

 Adult Co-ed Recreation League

TO BE USED IN CONJUNCTION WITH THE CBHA RULEBOOK

Player Eligibility:

All players must pay and be registered in the league and on their team before participating.

When a player is late for a game because of unforeseen circumstances he will be permitted to participate provided:

1.    He has reported to a game official (for the purpose of adding his name to the game sheet).

2.    He is dressed and on his team’s bench prior to the beginning of the second period.

Uniforms:

1.Pants/shorts:  Players must have shorts or athletic pants, players can choose to wear either.  Board shorts, jeans, etc are not permitted.

2. Jerseys: All jerseys must be long-sleeved. All jerseys must have completely visible 8”- 12” numbers permanently attached to the back (tape is not permitted). Jerseys may be numbered “00” to “99”. All divisions must have at the minimum the same color jerseys. If jersey requirements are not met, then the player is not permitted to play.

3. Jersey specifics: Logos on the jerseys are no longer required and may vary from jersey to jersey. Jerseys may or may not have numbers on the sleeves – this may vary from jersey to jersey. Nameplate or advertising on the back of the jersey is not required and may vary from jersey to jersey. Jersey specifics: Striping thickness may vary from jersey to jersey as well colour and existence of any striping may also vary. Goalies may wear a jersey of the same base colour as his team without logos and striping – jersey must have a number (tape is not permitted).

4. Under no circumstances may teams or players use logos or imaging on their jerseys or equipment that are deemed offensive. 

5. Colour conflict games: In accordance with the revised BCBHA rule, the visiting team must change uniforms. The only exception to this would be if the home team showed up with the visiting team's declared colour (and this was not the home team's declared colour).

6. A player may not wear another player’s jersey during the course of the same game (example: player 1 gets injured during the first period and then another player arrives after the injury has taken place or was already playing using another jersey and decides that he should use the injured player’s jersey for whatever reason – this is not permitted. The only exception to this is in the case of a goaltender – where such a case would be permitted.

Equipment:

Players must wear the following at all times while on the playing surface (warmup, game, or post-game).
- Hockey or lacrosse helmet. (Cages are mandatory for women and those under the age of 18.)
- Hockey stick, most budget ice sticks offer good bang for buck on the concrete surface.
- Hockey or lacrosse gloves
- Shin pads (Optional, but recommended. Either ball hockey-specific or soccer shinpads work just fine.)
- Cup for men. (Optional, but recommended)
- Non-marking indoor shoes for athletics, the surface can get slippery.
- Shorts or athletic pants

1. CSA-approved helmets and goalie masks will be required. Molded goalie masks must have a backplate. “Cats-eye” masks are permitted providing they are CSA approved. Goalies must carry proper documentation as proof in the case an official asks for proof. If no proof is provided and there is doubt, the referee may conduct a simple test to determine its safety. If the blade of a legal hockey stick cannot penetrate the cage, in particular, the eye-holes, to a depth that would cause injury, then the cage is considered safe enough for ball hockey game use.

2. Helmets must be worn during warm-up – non-compliance will void the insurance. One warning then a 2-minute delay-of-game penalty shall be applied to the offending team.

3. All players under the age of 18 and all women MUST wear a face cage on their helmets.  These players will not be permitted to play if they do not have the appropriate face protection on their helmets.

4. The use of protective gloves is mandatory. The use of palmless hockey gloves or broomball gloves is not permitted. After one warning (per player) a minor penalty shall be imposed for any violation of this rule. Lacrosse gloves are permitted providing the wrist protection is closed.

5. The official ball of the International Street and Ball Hockey Federation, Canadian Ball Hockey Association, and BC Ball Hockey Association is the D-Gel Pro Hard Orange Ball (#330).

Rosters:

1. Each team is permitted a maximum of 25 players on their roster at the roster deadline.

2. Players can't sub for a team for one game and then return to their original team.

3. If a team is caught using an illegal player, said team will be fined $50.00 for the regular season and $100.00 for playoffs.  This will result in a forfeiture of the game.

4. Each team has a volunteer manager. It is up to the manager to assure fees are paid by their players and that their players 

Defining Rules:

Handling the ball: Defining the defending zone to be within your own blue line.

Glove-hand passes are permitted only within the defending zone. Face-off to take place at the point that the glove handpass was initiated except if the pass takes place in the offensive zone, and then the face-off would take place in the neutral zone.

Contacting the ball above the height of the shoulder with the stick is prohibited and when it occurs, play shall be stopped immediately and a four-minute penalty assessed.

General:

1. Two penalties of any kind in a game = ejection from the game (includes the goalie). (four-minute penalties count as one penalty in the case of three penalties.  Ie.  one double minor and two minor penalties = 3)

2. Delayed offside rules in effect. All players must come out over the blue line before any player may enter the zone again. A shot on the net is not an automatic whistle.

3. Automatic flooring or "icing". The opposition does not have to touch the ball for play to be whistled for icing.

4. Scheduled game time commencement: Games shall commence at the prescribed time whenever possible. A 5-10 minute warm-up shall take place prior to the start time (when possible). If a team is unable to start a game (due to shortage of players) then the following shall take place: (Assuming a 7:00 PM game time) 5 minute grace period until 7:05 PM without penalty; an additional 5 minute period until 7:10 PM with a delay of game penalty. If at 7:10 PM sharp a team is not ready to commence play the game will be considered forfeited. The remainder of the game floor time will be given to the opposition for a practice. The team causing the forfeited game must vacate the floor unless invited to remain by the opposition. Note: Please vacate the floor 5 minutes prior to the next game start time. The official time is to be set by the referees.

5. Two 20-minute running time periods will be played with a 5-minute break between periods.

6. Any player on the floor can call a time-out after normal stoppage of play. Teams are permitted one-30 second time out per period.

7. The game sheet must be fully filled out 10 minutes prior to game time. If the game is delayed due to an unfinished game sheet, the referees will determine which team delayed the game.

8. If a goalie is ejected, the team will be given 10 minutes (time permitting) to dress another goalie. To start a game, if a team fails to have a goalie, it will be given a 10-minute grace period to get one.

9. Straps must be used on helmets (not tape).

10. Small goalie crease will be used when available.

11. Any player or team official incurring a match penalty shall not be permitted to take part in any further games until his suspension or expulsion has been dealt with by the league’s Board of Directors - this includes appeal processes.

12. All players must have their own uniform including a spare goalie.

13. Substitute goalies, while on the bench, need not wear a goalie mask.

15. In order for a player to be eligible to compete in the playoffs, that player must have participated in a minimum of 3 league games in that season. If a team uses an ineligible player they will forfeit the playoff game. The 3-game rule does not apply to a player if the division his team plays in only has one team. Also. if the team they are playing for in the playoffs has one team in their division.

17. Goalies may play for another team, other than their own only if another team cannot have their goalie attend the game. Players other than goalies cannot play for other teams under this rule. They can only play a max of 3 games per team in one season.

Penalties and Supplemental Discipline:

This is a RECREATIONAL league, we understand that accidents can happen in a fast sport, however, the KBHA reserves the right to remove players from the league for consistent infractions or those that are considered physical violence, derogatory comments, verbal abuse, threats, or other acts detrimental to the health and safety of our participants and officials.

  • All infractions including, but not limited to, tripping, slashing, crosschecking, high-sticking the opponent, bodychecking, interference, are 4-minute double minors. Your team will play a man down for four minutes of run time or until the opponent scores, at which point, play returns to 5-on-5, BUT the penalized player remains in the box for five minutes in totality. This is to discourage penalties of any form and to ensure a team isn't overly punished for an accident or mistake of a teammate.

  • Any combination of two penalties in a game is an automatic ejection.

  • Fighting results in immediate expulsion from the league.  The fighting call is at the referee’s discretion and does not require a formal “dropping” of the gloves.


5-Minute Major Penalties:

Any 5-minute major penalty is an ejection from the game and automatic indefinite suspension – this includes goaltenders.

All major penalties will result in the five-minute penalty and game misconduct and subject to disciplinary action with a review by the KBHA Board of Directors.

Fighting:

18. Fighting is not permitted as defined by the CBHA. A fight occurs when one or both of the players involved have dropped their gloves and thrown punches. In the event that two players have been involved in the throwing of punches with their gloves still on, it will be up to the referee to determine whether the altercation is to be defined as a fight. If a player(s) drop their gloves but does not throw a punch or become involved in an altercation, then they are not to be assessed a fighting penalty

19. Any player that is involved in a fight will be expelled from the league and their team will incur a fine of $100. An aggressor or instigator of any fight shall receive an additional two-game suspension and an additional $50.00 fine. If a team brawl breaks out (multiple simultaneous fights), that team shall receive an additional fine of $100.00.   Fighting off the floor will incur an added fighting penalty along with an additional $100 fine.  All expulsions from the league for fighting are subject to appeal but it is ultimately up to the KBHA Board of Directors to review any witness accounts and referee reports and issue a verdict.  Players expelled from the league for fighting will NOT be refunded their registration fees.

Accrued Penalties:

20. A player that accrues any combination of 4 penalties (minors, double minors, or majors) will receive a two-game suspension.  If the same player commits any combination of three penalties since returning from suspension, but in the same season, they are suspended an additional two games.

Harassment of Officials:

21. Any player given a major/game misconduct for Harassment of Officials and/or Unsportsmanlike conduct towards an official will be subject to supplemental discipline, to be decided by the KBHL’s Board of Directors.  This may result in expulsion from the league.

A misconduct penalty shall be assessed on any player:

  1. Uses obscene, profane, or abusive language or gestures to any referee.

  2. Persists in disputing or shows disrespect for the ruling of an official.

  3. Intentionally knocks or shoots the ball out of reach of an official who is retrieving it

  4. Physical abuse at or towards any referee

22. Any player who verbally or physically abuses an official/referee may be subject to a lifetime ban from the KBHA.

Harassment of Players/Officials (Hate Speech and the like):

The Kamloops Ball Hockey Association does not tolerate hate speech including, but not limited to, racial slurs, homophobia, and other derogatory comments directed to any participants, spectators, or officials. These infractions are subject to penalty and supplemental discipline. Any player who conducts themselves in such a manner may receive a lifetime ban from the KBHA and will not receive a refund of registration costs.
 

  • This includes swearing at opposition or officials, racist comments, threats or the perception of threats, vulgar language, or other statements deemed inappropriate by the officials.

Non-Hockey Plays:

KBHA has a zero-tolerance policy for non-hockey plays, ESPECIALLY in a recreational league.  If a player is deemed to have performed a non-hockey play that injures or attempts to injure an opponent, they will receive a match penalty, ejection from the game, and indefinite suspension. The KBHA notes that no two incidents are the same. For this reason, all suspensions and fines are reviewable and ultimately at the board’s discretion.  

All suspensions greater than one game may be appealed.

Misconducts:

23. Any misconduct penalty that occurs in the last ten minutes of the game will result in the penalized player sitting out the remainder of the game and the next scheduled game for his team.

24. If game misconduct occurs at any time during a game or at the end of the game, said the player will receive a one-game suspension. Any player who receives more than one “Game Misconduct,” will be banned from the league.

25. Referees have the authority to order any impaired player from the floor, regardless of how it comes to the referee's attention that a specific player is impaired. Any player given a game misconduct for being impaired will subject to a 6-game suspension plus a $50 fine. Any second offense will result in a ban from the KBHA.

Suspensions:

All Suspensions will include regular-season games and playoffs. All fines payable before the player is allowed to play at the conclusion of his suspension. If a player who is suspended, plays for his team (unless an appeal has been filed) the game will be forfeited. If the player continues to play the player will receive a 6 game suspension plus a $50 fine.  Forfeited games will be recorded as 1-0 win for the opposition. Both teams may still choose to use the remaining floor time for exhibition or practice purposes.

Player Injury Claims/Insurance:

Player injury claims: When a player becomes injured during a game or while practicing, part or all of his medical costs are covered by an insurance policy through the Canadian Ball Hockey Association. A dental policy is also included in our insurance policy. After the player seeks medical attention, he should have his team rep contact the league president in order to obtain a claim form. If your injury requires an extended period of treatment or therapy, please make sure you file your claim immediately. Please note that incomplete forms will be returned, and incorrectly completed forms may result in a void claim. If you are not sure how to complete a particular part of the form, have your team rep contact the league president.

Official Game Sheets:

Post-game game sheet allocation: Home teams to receive the yellow copy (unless the ref requires a copy – in such a case he would keep the yellow copy while giving the home team the gold/fourth copy – the pink copy is always given to the visiting team). You are required to maintain a copy of that game sheet for two weeks in event of loss of the original copy (or if unreadable). In either of these cases, you would then be required to fax your copy in.

Suspensions and Appeals:

Team reps may send written submissions to the league via e-mail to kamloopsballhockey@gmail.com in order to lobby against a suspension or for a suspension (in the form of a victim impact statement). We will no longer be accepting any verbal submissions or discussion in relation to suspensions – this must be done in writing. Please note that once a decision has been made by the suspension coordinator, it will be final and any written submissions must be made prior to this decision and in a timely manner. There are no guarantees that these submissions will impact the final decision but at the very least, your opinions will be heard in this formalized setting. Only one of your two team reps may make these written submissions.

Scorekeeping:

It is the Association's duty to provide officials and scorekeepers for all regular season and playoff games. Players may arrange with the league to score keep games to reduce their fees at a rate of $15/game.

Tie-Breaking Procedures:

Breaking ties in regular-season games:

If a game is tied at the end of regulation, the game will go into a shootout (3 shooters for each team).  if the teams are still tied, then one shooter per team shall be selected until the tie is broken, like the NHL.  However, shooters may not be re-used until one of the two teams has exhausted their entire game sheet roster (excluding backup goalie).  Play-off game ties will be broken via sudden death 10 minute overtime periods without time-outs and no breaks between periods. During playoff overtime games, the teams will not change ends from period to period.  

Breaking ties in regular-season standings:

  1. Wins

  2. Head to head

  3. Goal Differential

  4. Least penalty minutes

Note: “Head to head” to include all games played between all tied teams.
